The European Council on Foreign Relations (ECFR) is an award-winning international think-tank that aims to conduct cutting-edge independent research on European foreign and security policy and to provide a safe meeting space for decision-makers, activists and influencers to share ideas. We build coalitions for change at the European level and promote informed debate about Europe’s role in the world. In 2007, ECFR’s founders set about creating a pan-European institution that could combine establishment credibility with intellectual insurgency. Today, ECFR remains uniquely placed to continue providing a pan-European perspective on some of the biggest strategic challenges and choices Europeans need to confront, with a network of offices in seven European capitals, over 60 staff from more than 25 different countries and a team of associated researchers in the EU 28 member states.

Founded: 2007 by Martti Ahtisaari (Finland), Joschka Fischer (Germany), and Mabel van Oranje (Holland) “with initial funding from George Soros’s Open Society Foundations, the Communitas Foundation,” and other private foundations.

Funding: In 2016, total income was £6.3 million; total expenses were £6.8 million.
Donors include: Austria, Belgium, Denmark, European Commission, Finland, France, Germany, Netherlands, Norway, Sweden, United Kingdom, as well as private foundations such as Soros’ Open Society Foundation, Robert Bosch Stiftung, and Skoll Global Threats Fund. (See table below for further funding information.)
In 2017-2018, ECFR received $100,000 from the Rockefeller Brothers Fund for its “Transatlantic Taskforce on Iran.”

Founded in London in 2007, the ECFR is an imitation of the influential New York Council on Foreign Relations, the think-tank created by the Rockefeller and JP Morgan bankers during the 1919 Versailles peace talks to coordinate an Anglo-American global foreign policy.

Significantly, the creator and moneybags for the ECFR is American multi-billionaire and Color Revolution funder, George Soros.

In virtually every US State Department-backed Color Revolution since the collapse of the Soviet Union, including in Serbia in 2000, in Ukraine, in Georgia, in China, in Brazil and in Russia, George Soros and offshoots of his Open Society Foundations have been in the shadows financing “democracy” NGOs and activists to install pro-Washington and pro-NATO regimes.

Inspired by the role American think-tanks played in helping the US move from isolationism to global leadership, ECFR’s founders set about creating a pan-European institution that could combine establishment credibility with intellectual insurgency. The Open Society Foundations (OSF) were established by George Soros nearly 30 years ago to build vibrant and tolerant societies whose governments are accountable to their citizens. The SolidarityNet Foundation was set up in 2013 by OSF to address the needs of Greek society in the face of the economic crisis. It aims to deliver medical, legal and employment support to the most vulnerable Greek citizens through a series of ‘Solidarity Centres’, initially in Athens and Thessaloniki. These centres will also make grants to local NGOs in order to strengthen Greek civil society.
